Altered state cinematography makes the mind the location: smear, afterimage, wrong color, unstable time, optics and cutting that no sober observer would report. It is a bundle of techniques motivated by consciousness, not a single filter name.
Narrative function
Edges trail. Hue unhooks from the room.
A face leaves a stain. Focus and speed refuse to sit still.
The set may be an apartment. The picture is a nervous system.
Use it when perception is the plot: drugs, vertigo, dying, revelation. Pick a few physical tells and repeat them so the state has rules.
A smear plus a color unhook is a language. Everything at once is noise.
It is the wrong tool for a single clean optic (one fisheye, one flare) that the character would still recognize as the room. If the codec collapses, that is datamosh.
If two times overlay as density, that is double exposure. Altered state may borrow those, but it has to be motivated as seeing.
How it works
Combine a short list: long shutter smear, step-printed time, wrong white balance, afterimages, a diopter or a distorting optic, occasional overlay. Keep the body of the subject readable enough to stay in the scene.

When to use it
A close interior where the frame warps as a character slips, trailing edges, hue wrong, time sticky. Do not apply it to a wide establishing shot that still has to map the street.
